Do These Events Point to a 'Policy of Racism'?

Civil rights gets in the way of Bush's agenda. His agenda being big money. Much fewer minorities ( that would benefit from civil rights) have money compared to Bush's constituents. Therefore Civil Rights is Bush's enemy.
